1. 投标人资质要求：

（1）参加本项目的投标人需具备《政府采购法》第二十二条供应商资格条件；参加本项目的投标人需在黑龙江省政府采购网上注册登记并备案通过；

（2）参加本项目的投标人需为中华人民共和国境内注册的合法经营的独立企业

（3）参加本项目的投标人需具有合格、有效的企业法人营业执照、组织机构代码证、税务登记证、开户许可证；

（4）参加本项目的供应商需具有良好社会信誉及类似项目供货经验；

（5）参加政府采购活动从公告发布之日起近三年（查询结果告知函开具时间在公告发布之日到报名结束期间内）在经营活动中无重大违法记录，开标时出具检察机关通过《检察机关行贿犯罪档案查询系统》对项目投标企业的行贿犯罪档案，如有违法违规记录的，不得参与本项目投标；

（6）投标人需是本次招标内容的制造企业或其授权的代理商、经销商（若为代理商、经销商需提供生产厂家针对本次项目所投产品的唯一授权及售后服务承诺函）。

（7）为保证服务质量，投标供应商须提供为授权委托人缴纳的由当地社保机构出具并加盖公章的近三个月（公告发布之日前三个月）社保证明材料，授权委托人的社保不是供应商缴纳或缴纳未满三个月的无效。

（8）法律、行政法规规定的其他条件；

（9）本项目不接受联合体投标。

（10）本项目不允许兼投兼中，投标人只允许对其中一个包进行投标，投标人必须整包报价，不得拆包。

3、The bder qualifications required:

(1) The bder who participates in this project shall possess the qualification condition of the supplier under article 22nd of the Government procurement law; the bder who participates in this project shall register and record through the Heilongjiang provincial government procurement online;

(2) The bder who participates in this project shall be a lawfully operated independent enterprise registered in the territory of the People's Republic of China; 

(3) The bder who participates in this project shall have a qualified and effective business license, an organization code certificate, a tax registration certificate and an account opening permit;

(4) The supplier who participates in the project should have good social reputation and similar project supply experience;

(5) To participate in government procurement activities from the date of publication of nearly three years (the date of the notice of the results of the publication of the day of the announcement to the end of the registration period) in the business activities without significant illegal records, when the b opening is issued, the procuratorial organ shall not participate in the bding of the project through the bribery crime file of the tendering enterprise by the procuratorial organ;

(6) The bder shall be the manufacturer of the tender content or its authorized agents and distributors (if the agent, distributor shall prove the sole authorization and after-sale service commitment for the products invested by the manufacturer for this project).

(7) In order to ensure the quality of service, bding suppliers shall be proved to authorized clients to pay issued by the local social security institution and stamped with the official seal of the past three months (three months before the announcement) social security documents, authorized the trustee's social security is not a vendor to pay or to pay three months of age is inval.

(8) Other conditions stipulated in laws and administrative regulations;

(9) This project does not accept consortium bding.

(10) The project is not allowed to vote concurrently, the bder will only allow one package for the tender, the bder must complete the package quotation, not unpacking.

4、有意向的投标人可以从2017年9月5日起至9月12日(节假日除外) 上午9时至11时，下午2时至4时 (北京时间)在哈尔滨市南岗区淮河路365号中植方洲苑29栋3单元102室购买招标文件，逾期不予受理。投标人报名时须携带营业执照、税务登记证、组织机构代码证、开户银行许可证、法定代表人授权委托书、法定代表人身份证、被授权人身份证、行贿犯罪查询结果告知函（符合第3条第（5）款）、制造商出具的货物合法来源渠道证明文件（符合第3条第（6）款）、社保证明材料（符合第3条第（7）款），以上全部证件原件及复印件各一套（复印件加盖投标供应商公章），本招标文件每套售价500元人民币或80美元，售后不退(国内邮购须另加100元人民币；国外邮购须另加20美元)。

4、The interested and eligible bders can buy bding document from Room 102, Unit 3, Building 29, No.365 Huaihe Road, Nangang District, Harbin from 9:00 am to 11:00 am or from 2:00 pm to 4:00 pm (Beijing time) every day (except for holays Saturday and Sunday) since September 5^thto 12^th ,2017 .Bder registration must carry the business license, tax registration certificate, organization code certificate, bank licence, province qualified suppliers screenshots, legal representative accredit a power of attorney, legal representative entity card,  card of the licensee, the bribery crime query result notification (in accordance with article 3 (5)), legal sources documents issued by the manufacturer of the goods (including foreign background is a third package shall prove no proof) (in accordance with article 3 paragraph (6)), licensees social security documents (in accordance with article 3 (7)), the original and the copy of all the above certificates each a copy (build official seal of bding suppliers).The bders can purchase from Tendering Agent a complete set of bding document at the price of500RMB or80USD each set. The bding document can not be returned after the sale. （the cost of mail odder is 100 RMB or 20 USD）.

5、所有投标书应于2017年9月27日9:30(北京时间)之前由投标人将投标文件递交到开标大会现场。

6、Bs will be opened in the presence of bders’ representatives at 9:30 am September 27^th,2017. (Beijing time) at The b opening meeting room in Room 102, Unit 3, Building 29, No.365 Huaihe Road, Nangang District, Harbin. The tenderer shall not accept the tender documents which have been delivered late or not served at the designated place.
