3、 投标人资质要求：

（1）满足政府采购法第二十二条相关规定。

（2）提供贸易公司（作为制造厂商）的资格声明须附投标人的营业执照副本、组织机构代码证、税务登记证、所在地中国人民银行核发的开户许可证。须提供所投产品的彩页或网站，可以对产品参数进行查询。须提供针对本项目的售后服务承诺函。

    第一包：需提供扫描仪产品3C认证书；

（3）提供贸易公司（作为代理）的资格声明须附投标人的营业执照副本、组织机构代码证、税务登记证、所在地中国人民银行核发的开户许可证。须提供技术参数表中要求的设备的合法来源渠道证明文件(制造厂商出具的授权函)及制造厂商出具的售后服务承诺函。

第一包：提供扫描仪需提供制造商针对本项目的授权书、制造商营业执照复印件及产品3C认证书；

（4）投标人须提供其开户银行在开标日前三个月内开具的资信证明原件或该原件的复印件(如资信证明中明确注明复印无效的则必须提供该资信证明原件，招标机构保留审核原件的权利)。

（5）参加本项目投标人应具有良好社会信誉及类似项目经验；类似供货经验泛指：2014年1月1日至今类似设备的供货经验，不得少于一项类似供货经验，提供类似供货经验的合同及中标通知书；

（6）参加本项目的投标人须提供《检察机关行贿犯罪档案查询系统》对投标企业、法人、授权委托人进行的行贿犯罪档案查询（查询时间范围须包含公告发布之日起前三年，含公告发布当日），自本公告发布之日起前三年内如有行贿犯罪记录的供应商，严禁参与本项目投标。本项目招投标过程中如出现有弄虚作假、恶意投诉和无理缠诉行为的投标企业，将严格按规定处理。

（7）在中国国内应有办事处及该设备专门的售后服务人员；

（8）本项目只可选择一包项目进行报名。

3、The bder qualifications required:

(1) meet the Government Procurement Law Article 22 of the relevant regulations.

(2) Prove trade company (as manufacturer) qualification statement of bder must duplicate of business license, organization code certificate, tax registration certificate, issued by the seat of the people's bank of China account opening permit. A color page or website of the product should be proved to inquire the product parameters. After-sales service commitment for this project shall be proved.

The first pack :Scanner is required to prove product 3C certification;

1. Prove trade company (as agent) qualification statement of bder must duplicate of business license, organization code certificate, tax registration certificate, issued by the seat of the people's bank of China account opening permit. Prove the legal source channel of the equipment required in the technical parameter list (the authorization letter issued by the manufacturer) and the after-sales service commitment letter issued by the manufacturer.

The first pack :Proving the scanner to prove the manufacturer's authorization for the purpose of the project, a copy of the manufacturer's business license and product 3C certificate;

(4) The bder shall prove its bank credit certification issued within three months prior to the b opening original or copy of the originals (such as reference indicate the inval copy must prove the original reference, bding agency reserves the right to review the original);

(5)Participants in this project should have good social reputation and similar project experience; Similar product experience: the supply experience of similar equipment from January 1^st , 2014 shall not be less than three similar supply experience, and offer contract and acceptance notice of similar supply experience;

(6)For this project, the bder shall prove the procuratorial organs of bribery crime file query system of bding enterprise, legal person and authorized client bribery crime file query, query time range must include the first three years as of the date of the announcement, containing) on the day of the announcement, from the date of this announcement, the first three years if there are any bribe criminal record of the supplier, it is forbden to participate in the project bding. In the bding process of this project, if there are any tendering enterprises that have falsified, malicious complaints and unreasonable cases, they will be dealt with strictly according to the regulations.

(7) specialized service personnel should have offices in China and the equipment.

(8) This project can only select a pack of items to register.

4、有意向的投标人可以从2017年6月 30 日起至7月7日(节假日除外) 上午9时至11时30分，下午2时至4时 (北京时间)在哈尔滨市南岗区淮河路365号中植方洲苑29栋3单元102室购买招标文件，投标人报名时须携带营业执照、税务登记证、组织机构代码证、开户银行许可证、法定代表人授权委托书、法定代表人二代身份证、被授权人二代身份证、业绩证明材料、制造商出具的货物合法来源渠道授权文件，其中第一包需提供扫描仪需提供制造商针对本项目的授权书、制造商营业执照复印件及产品3C认证书等相关材料，以上全部证件原件及复印件各一套（复印件加盖投标供应商公章），本招标文件每套售价500元人民币或80美元，售后不退(国内邮购须另加100元人民币；国外邮购须另加20美元)

4、The interested and eligible bders can buy bding document from Room 102, Unit 3, Building 29, No.365 Huaihe Road, Nangang District, Harbin from 9:00 am to 11:30 am or from 2:00 pm to 4:00 pm (Beijing time) every day (except for holays Saturday and Sunday) since June  30^th to July 7^th ,2017 .to buy the tender documents, when registration, Bder shall bring the business license, tax registration certificate, organization code certificate, bank license, legal representative accredit a power of attorney, legal representative of the second generation ID card, the licensee, the second generation ID card ,Performance document,proof of legal sources of cast products, The first package should prove the scanner with the manufacturer's authorization for the purpose of the project, the manufacturer's business license and the 3C certificate and other related materials above  original and photocopy each a copy (build official seal of bding suppliers).The bders can purchase from Tendering Agent a complete set of bding document at the price of 500RMB or 80USD each set. The bding document can not be returned after the sale. （the cost of mail odder is 100 RMB or 20 USD）

 

5、所有投标书应于2017年7月 21 日9:30(北京时间)之前由投标人将投标文件递交到开标大会现场。
